   Boca resident Marc Bell has filed bankruptcy for his Penthouse Magazine network and FriendFinders website.
   The city of Boca Raton is requesting proposals to develop the former Wildflower 3.3 acre waterfront property it owns at the Intracoastal Waterway and Palmetto Park Road and the RFP is listed on the city website, with Nov. 8 the deadline for submissions which should include a multi-media presentation to be shown at a public workshop in December.
  To make it more competitive, the city also reduced its $72,000 per annum five year lobbying contract with Alcade & Fay Ltd. from five years to one.
   The Greater Boca Raton Beach & Park District has listed an RFP redo of the 55 acre Patch Reef park on Yamato road, just west of Military Trail for a revised master plan, report, recommendations, cost estimates and planning and design work. Deadline for submissions is Nov. 1. An RFP will also go out for a master plan for the Swim & Racquet Center on St. Andrew’s Blvd. and next for Red Reef Park on A1A.

   Federal flood insurance rate hikes go into effect Oct. 1, hammering some South Florida homeowners, with 5,000 Palm Beach county properties slated for double or even triple current premiums due to Congress passing the hikes last year.

   80,000 of the 249,000 mortgages in Palm Beach County are underwater with a median home price of $249,000, a decline of 40% from the median price just six years ago. Factoring in the lack of 20% equity in ownership, underwater mortgages reach a hefty 120,000 total.
   The Feds have revised the requirements for reverse mortgages, a big seller among South Florida senior citizens, over age 62, including new restrictions on the amount of loan proceeds issued on the mortgage plus lenders may require escrow accounts for taxes and insurance. The revisions are in response to increased loan defaults by south Florida seniors who lead the nation in reverse mortgage failures.
   Another bill has been filed to ban red light cameras from public streets, but the vendor has hired 24 lobbyists to block any move to eliminate them.

RESTAURANT REVIEW: TAVOLINO DELLA NONNA by Barry Epstein

 If you have not heard or been to Tavolino Della Nonna, you must be living under a rock. Ed Pozzuoli has created a South Florida version of the Copacabana in New York City, with an awesome creative menu, personable wait staff and a showroom to rival any around. Located on West Sample Road, just west of University Drive, this hidden gem has been around for six years, but just beginning to achieve the recognition it deserves.
            The menu is so extensive, but we started our evening with Travolino’s signature pear pasta: walnut blanc fromage in cream sauce and roasted pears; Calamari ala Travolino: seasoned flash fried with hot cherry peppers and garlic butter, served with basil marinara and orange marmalade sauces; Roasted vegetable chicken orzo garnished with pecorino romano; Feta & Watermelon Salad: compressed watermelon, Greek feta, toasted pine nuts, aged balsamic, mint emulsion, radicchio & micro aurgula; and Arancini di Aragosta: Hand crafted Lobster rice balls, sweet peas, manchego cheese, pimento crema, & basil pesto
            Our entrees included Nonna’s Terra e Mare: grilled to perfection Filet Mignon, which you could cut with a fork, butter poached lobster, haricot verts, black truffle potato puree with bernaise & cabernet reduction; Zuppa di Pesce: clams, mussels, calamari, shrimp, scungilli & scallups sautéed with marinara sauce over linguini; and Florentina: Egg battered chicken breast with onions, mushrooms & spinach in a light Chardonnay cream sauce with melted provolone cheese.
            As if that wasn’t enough, desserts included Nana’s homemade ricotta cheesecake garnished with fresh berries; Apple tart with vanilla gelato drizzled with caramel and cinnamon; Coconut crusted crème caramel gelato: dulce de leche ice cream, caramelized bananas, rum caramel sauce & pineapple carpaccio; and Nonna’s Nutella Martini: layered cannoli crema, notella ganace, shaved two tone chocolate sugar & cinnamon crisp with frangelico syrup. The extensive wine list is even backlit with LED lights.
            Rolling into the showroom, we were treated to a marvelous jazz songstress, Paulette Dozier, backed by a three piece jazz ensemble, that topped off our evening.

 South Florida’s Obamacare enrollment campaign is headed for a disastrous launch on Oct. 1, as almost nothing has been done for enrollment. Already taxpaid navigators remain untrained, unorganized and unclear about signing up uninsured South Florida residents, according to insiders.
   Palm Beach County existing family home sales remain strong with 1486 closings in July, up 21% over July 2012 and a Median price of $249,000, up 15%.
   The highly controversial fast track foreclosure law to speed up home possessions is having the exact opposite effect. Lenders are required to have detailed paper work on hand when they file, including proof they own the loan, which has stalled filings as lenders scramble to fine tune the paper work. Palm Beach County foreclosures are off 68%. Palm Beach County posted 1486 home closings in July.
   Palm Beach County saw 5.47 million visitors in 2012, spending $5 billion, 38% from the state, 19% from NY, 400,000 international, at an average age of 53 with $93,000 in annual income and county tourism is expected to meet or beat its all-time peak of about 6 million visitors reached in 2005, a prediction buoyed by growth in hotel occupancy and upswings in room rates.
   Critics are blasting FPL for high powered executive salaries after announcing a thousand layoffs over the next two years. Top Gun Jim Robo pockets $14 million, CEO makes $8 million and CFO takes home $13 million. FPL operates as a monopoly and will make over a billion in profit this year, with the giant utility receiving a $350 million rate increase in January.
   Some banks in South Florida have entered into what others say are a sleazy payday loan business. Regions and 5th Third Bank have begun offering short term very high cost loans normally associated with storefront payday lending, drawing scrutiny from consumer groups who fear customers will be sucked into the banks debt trap of 120% annual interest rate.
